The idea is discussed only publicly, and no concrete steps are taken to implement it. The idea of online voting through “Diya” is actively discussed in the media and social networks, but in practice it is still only a discussion. No work on the development of technology or election processes is being carried out by the Ministry of Digital or “Action” team.
“For this, it is necessary for the parliament to vote on changes to the laws, the CEC to decide whether it is necessary, who will do it in general. And at the moment, apart from some kind of online discussion, work on this direction is not taking place,” Fedorov explained.
Currently, the “Action” application does not contain any tools for organizing voting. The Ministry of Digital Transformation emphasizes: without a law and a decision of the CEC, any talk about online elections remains only theoretical.
Fedorov also noted that all issues of security, technological readiness and voting control must first be settled at the legislative level. Only after that, “Diya” will be able to become a tool for citizens’ participation in the presidential elections. “Currently, there is neither a technical base nor a regulatory basis for such a vote. This is only a topic for discussion,” the minister emphasized.
