EIT in elementary classes: MES is introducing a new attestation for schoolchildren

Since 2027, Ukrainian fourth -graders will have a mandatory state final certification in the form of an external independent evaluation (EIT). In the spring of 2026 there will be a trial testing of such STA among 10 thousand graduates of elementary schools. This information was published in the order of the Ministry of Education and Science of Ukraine No. 1152 of August 15, 2025 “On testing of the model of conducting a state final certification of persons who complete the acquisition of primary education in the form of external independent evaluation.”

Preparatory measures for the implementation of STA in elementary school format will begin in the 2025-2026 academic year, as stated in the relevant document of the Ministry of Education and Science of August 15. The annual assessment for 4th grade students will be taken into account when planning the expenditures of the general budget of the state since 2027.

During February-April 2026, a special training platform for certification of fourth grade students should be developed and transferred to the Ukrainian Center for Educational Quality Assessment.

At the end of the school year, elementary schools organize a testing model of the STA in the format of EIT for 10 thousand fourth -graders. The list of educational institutions participating in the experiment should be approved by February 2026.

According to the informant, since September 1, 2025, public funding will cease for schools, where the number of students is less than 45 people. This applies to educational subsidies, except in cases related to primary education.
