The revenues of the State Budget of Ukraine in January 2025 amounted to UAH 282.8 billion, in particular by the General Fund – UAH 128.2 billion, which is 83.4% and 10.5% more than in January 2024, respectively.
According to the operational data of the State Treasury, the cash expenditures of the state budget increased even more – by 108.4%, to UAH 352.9 billion, in particular by the general fund – by 42.7%, up to UAH 213.3 billion, the Ministry of Finance.
Value added tax (VAT) of the goods produced in Ukraine in January this year brought UAH 37.5 billion compared to UAH 35.1 billion last year, while at the same time VAT refunds increased to UAH 15.5 billion from UAH 9.8 billion.
Import VAT added another 36.6 billion UAH (in January-2024 UAH 37 billion), income tax-UAH 2.3 billion (2 billion UAH), personal income tax and military levy – UAH 24.1 billion (13 billion UAH), rent for the use of subsoil – UAH 2 billion (3 billion UAH). Excise tax brought another UAH 15.9 billion (12.2 billion UAH), import and export duty – UAH 4.2 billion (4.6 billion UAH).
ESA revenues to the Pension Fund and social insurance funds in January this year jumped up to UAH 46.1 billion from UAH 34.2 billion last year, the Ministry of Finance added.
At the same time, it is noted that the State Presentation exceeded the monthly income list by 14.8%, or UAH 9.8 billion, while the State Customs Service – by 0.8%, or UAH 0.4 billion.
Earlier it was reported that the state budget-2025 was approved with income of 2 trillion 327.1 billion UAH, in particular the general fund-2 trillion 133.3 billion UAH (excluding grants and international assistance), and expenditures of 3 trillion 929.1 billion UAH, in particular the general fund – 3 trillion 591.6 billion UAH.
According to the operational data of the Ministry of Finance, for 2024 the state budget received 3 trillion UAH 120.5 billion in revenues, which was UAH 448 billion, or 16.8% exceeded the state budget-2023. Under the general increase in revenue, it amounted to UAH 513.9 billion, or 30.9% – up to 2 trillion UAH 177 billion, in particular, international financial assistance in the form of grants amounted to UAH 453.6 billion compared to UAH 433.9 billion in 2023.
The state budget expenditures in 2024 increased by UAH 464.5 billion compared to 2023, or by 11.6% – up to 4 trillion 479.3 billion UAH, in particular by the General Fund – by 15%, or by UAH 454.5 billion – up to 3 trillion 488.8 billion UAH.

Earlier it was reported that the Government of Ukraine approved the state budget project for 2025 with revenues (excluding official transfers and grants) of the general fund at the level of UAH 2 trillion UAH 7.4 billion and expenditures of the general fund 3 trillion 643.6 billion UAH.
The forecast of financing the state budget for 2025 provides for a decrease in the state budget deficit up to 19.4% of GDP (In the current Law on the State Budget for 2024 – 20.6%), which corresponds to the indicators agreed with international partners.
In the project of changes to the State Budget-2024 on the increase in general fund expenditures by UAH 434.6 billion, which the Verkhovna Rada approved in early September 2024, the revenues of the General Fund were provided in the amount UAH 7 billion, deficiency – 1 trillion 846.1 billion UAH, state -referral – 2 trillion 348.0 billion UAH, in particular internal – 742.0 billion UAH, and total external funding – $ 41.3 billion.
