The Kyiv Court of Appeal upheld the decision of the Pechersk District Court of Kyiv regarding the conviction of People’s Deputy Oleksandr Dubinsky for committing an administrative offense related to corruption.

Literally Bureau: “Thus, the court’s decision has entered into legal force and the person involved will be included in the Unified State Register of persons who have committed corruption or corruption-related offenses.”
Details: The police report does not specify the name of the suspect, but the described circumstances of the case point to Dubinsky.
Ukrainian Pravda State Security Bureau clarified that the decision of the appeals court from December 19 is final and cannot be appealed.
In March 2024, the Pechersk District Court of Kyiv found the deputy guilty of putting pressure on the investigation and management of law enforcement agencies dealing with the case of his departure abroad using forged documents.
The prosecutor proved in court that the people’s elected official, being a suspect in criminal proceedings, acting in conditions of a real conflict of interests, unlawfully used his parliamentary powers by sending parliamentary appeals to the Ministry of Health and the State Security Bureau in order to obtain the information necessary to implement his personal interests, in no way connected with his parliamentary activity.
The court agreed with the position of the prosecutor and found Dubinsky guilty of committing an administrative offense provided for in part 2 Art. 172-7 of the Labor Code of Ukraine. The court imposed an administrative sanction on him in the form of a fine.
Prehistory:
- On August 3, 2023, employees of the SBU together with the SBU searched the people’s deputy Oleksandr Dubinskyi. People’s deputy called the actions of security forces “political persecution”.
- The document with which the Ministry of Health requested Dubinsky to travel abroad was leaked online. In his account on the social network, the Deputy Minister wrote a post in which he stated that he accompanied his father for treatment abroad. According to the letter from the Ministry of Health, Dubinsky was supposed to return by July 10. At the same time, at the end of July, information appeared that the girlfriend of the people’s elected official highlighted his stay in Barcelona in the Instagram story.
- On August 9, the Prosecutor General informed Dubinsky of the suspicion of official forgery in order to travel abroad.
- On November 3, a new suspicion was announced against Dubinsky. According to the investigation materials, the deputy managed to smuggle his common-law wife’s brother to a neighboring European country.
- On November 8, employees of the National Agency for the Prevention of Corruption, based on the materials of the State Bureau of Investigation, handed over a report of an administrative offense related to corruption to People’s Deputy Oleksandr Dubinsky.
