Russian troops attacked thermal power plants in Ukraine at night on February 3, DTEK reported.

“As a result of the attack, the equipment of thermal power plants was significantly damaged. This is the ninth mass attack on the company’s thermal power plants since October 2025,” the report says.

According to DTEK, in total, since the beginning of the full-scale invasion, its TPPs have been attacked by the Russian troops more than 220 times, as a result of these attacks, 59 power plant workers were injured and four died.

On the night of February 3, the Russian military inflicted another massive attack on Ukraine, in particular on the energy infrastructure. In Kharkiv, according to local authorities, at least 820 residential buildings will remain without heat due to the attack against the background of 20-degree frost.

In Kyiv, as a result of the attack, at least three people were injured, the consequences were recorded in Darnytskyi, Desnyanskyi, Dniprovskyi, Pecherskyi and Shevchenkivskyi districts, residential buildings, kindergartens, gas stations were damaged there, the authorities reported.

During the night, the Air Force reported the launch of attack drones and missiles by Russian forces against Ukrainian cities. The attack took place against the background of trilateral talks between Ukraine, the United States and Russia in Abu Dhabi, aimed at ending the war, scheduled for February 4 and 5.

US President Donald Trump, who is trying to reach a peace agreement between Ukraine and Russia, said on January 29 that he asked Russian leader Vladimir Putin not to attack Ukrainian cities for a week from an unspecified date, and he allegedly agreed. The Kremlin said they had agreed not to strike until February 1.

Meanwhile, the President of Ukraine, Volodymyr Zelenskyy, noted that the week during which the Russian leader, Volodymyr Putin, promised his American counterpart, Donald Trump, to refrain from strikes on Ukrainian energy, began on the night of January 30.

On February 2, Zelensky reported that there were no targeted Russian strikes on energy during the day, but the Russian army was focused on strikes on logistics.

The Russian military regularly attacks Ukrainian cities and civilian infrastructure in all regions of Ukraine with various types of weapons – strike UAVs, missiles, anti-aircraft missiles, anti-aircraft missiles.

The Ukrainian authorities and international organizations qualify these strikes as war crimes of the Russian Federation and emphasize that they are purposeful in nature.

extermination of the intelligentsia: teachers, artists, people who are carriers of Ukrainian culture and educate others in it;
introduction of a system of education and upbringing aimed at changing the identity of children in educational institutions in the occupied territories;
deportation of children without parents to Russia in order to change their identity;
removal and destruction of Ukrainian books from libraries, looting of museums and purposeful theft of artifacts indicating the ancient history of Ukrainians.

Convention on the Prevention and Punishment of the Crime of Genocide was adopted by the UN General Assembly in 1948.

Countries participating in the Conventionand there are currently 149 of them, should prevent acts of genocide and punish them during wartime and in peacetime.

The Convention defines genocide as actswhich are carried out with the intention to completely or partially destroy a national, ethnic, racial, religious, ethnic group as such.

Signs of genocide: killing group members or inflicting serious bodily harm on them; deliberate creation of living conditions designed to destroy the group; prevention of childbirth and forced transfer of children from one group to another; public incitement to commit such actions.

The leadership of Russia denies that the Russian army during a full-scale war inflicts targeted strikes on the civilian infrastructure of the cities and villages of Ukraine, killing the civilian population and destroying hospitals, schools, kindergartens, energy and water supply facilities.
