DTEK: emergency shutdowns are maintained on the left bank of the capital and adjacent districts of Kyiv region

The DTEK company reported around 10:00 a.m. on December 28 that it had returned the schedules of stabilization shutdowns on the right bank in Kyiv.

“We would like to remind you that emergency shutdowns continue to operate on the left bank. In case of changes, we will promptly inform you in our Telegram channel,” the company said.

Also, emergency shutdowns in the morning of December 28 were still in effect in three districts of Kyiv region – Brovarsky, Boryspilsky, and Vyshhorodsky. Most consumers had no electricity for more than a day.

“More than 10,000 families of the Vyshgorod district remain without electricity. We are doing everything possible to eliminate the consequences of shelling as soon as possible. The situation is also difficult in the Boryspil and Brovary districts, where the usual schedules do not work. Today, we are trying to supply electricity at intervals: three hours with light, six hours without,” informs DTEK.

Since the beginning of the full-scale invasion in February 2022, Russia has been striking Ukraine’s energy infrastructure. Since the beginning of the fall of 2025, the Russian military has increased its shelling of the Ukrainian energy and gas infrastructure, which supplies people with gas during the heating season.

According to the Ministry of Energy, as of December 12, the Russian military has attacked Ukraine’s energy infrastructure 4,500 times since the beginning of this year.

On the morning of December 23, after another attack by the Russian Federation on the energy system of Ukraine, consumers in the Rivne, Ternopil and Khmelnytskyi regions were almost completely without power.

At night and in the morning, the Russian Federation delivered a combined attack on energy in Kyiv and the capital region.

On October 30, the UN Human Rights Monitoring Mission in Ukraine stated that due to Russian attacks there is a serious risk of dangerous consequences for civilians this winter, including long interruptions in heating, electricity and water supply. According to the UN, such interruptions will have a particularly painful effect on vulnerable groups of the population, such as the elderly, persons with disabilities and families with small children.
