The Pension Fund of Ukraine resumes payments for pensioners from the occupied territories and displaced persons who have passed physical identification, but have not yet submitted a statement about not receiving payments from the Russian Federation.

Minister of Social Policy Denys Ulyutin announced that the deadline for submitting such an application has been extended until April 1, and those who will go through the procedure during February will receive their arrears immediately in two months — January and February. This decision is intended to support citizens in the period of difficult winter conditions and eliminate queues that arose due to bureaucratic difficulties.

The problem took on a massive nature after the ombudsman announced the suspension of payments for almost 1.3 million people who failed to confirm their status in time. Many older people have experienced technical difficulties when using online tools such as Action.Signature or have not been informed of the new requirements. Currently, the PFU has already resumed enrollment for 50,000 citizens, and social workers are conducting targeted work with people with disabilities to complete verification.

The government is also preparing amendments to the by-laws to permanently remove unnecessary barriers during checks and simplify the process of identity verification. The minister recognized the shortcomings of the system and emphasized that digitalization should help, not create obstacles for vulnerable categories of the population. Verification remains a mandatory procedure, but its mechanism will be adapted to the real possibilities of pensioners, in particular those who do not have modern smartphones.
