Despite the decline of IT-specificity entrants in Ukraine, leading higher education does not experience students’ outflow-GlobalLogic analysis

According to DUO, as of August 2025, the number of students who enters IT specifications at Ukrainian universities decreased. In 2025 it was 8% lower than in 2024, and compared to 2023, the decline was 24%. According to GlobalLogic, the main reasons for this are the war through which graduates choose to study abroad or postpone entry.

Specialties such as “Computer Science”, “Software Engineering” and “Cybersecurity and Information Protection” continue to be included in the 10 most popular, but the number of entrants is decreasing. Nevertheless, GlobalLogic notes that higher education in IT has been and remains necessary.

“Despite the outflow of entrants, training continues. IT companies cooperate with institutes, create joint programs for students of practical skills. It is an investment in Ukraine’s intellectual potential and future team expansion. We do not stop attracting beginners in project Programs, GlobalLogLogic Ukraine.

The company also interviewed universities that reported that they did not feel significant outflow of entrants. The National University of Kyiv-Mohyla Academy explains the decline in the total decrease in the number of entrants in Ukraine due to fewer graduates and the increase in the number of those who choose studies abroad.

“At the same time, in the case of our Faculty of Informatics, we do not see the fall: in 2024, we scored a record number of students in bachelor’s programs (225 versus 140 in 2019). The results of the current campaign are close to last year. Faculty of Informatics.

The Ukrainian Catholic University makes similar statements and notes that the fall is related to the decision of entrants to study abroad. UCU Vice -Rector Yaroslav Pritula notes that engineering professions are universal and create opportunities in other countries, not just in Ukraine. UCU also says that an IT program has been recruited a planned number of students, including a new “robotics”.

“They were more than we could accept, because we focused on the quality of education, not the mass. Almost all our entrants pointed out to UCU with their first priority and realized the dream to study here. We even get inquiries to move in UCU from those who entered abroad,” Yaroslav adds.

Lviv Polytechnic National University emphasizes the importance of higher education for the opportunity to get good positions in the future. At the same time, the number of entrants to Lviv Polytechnic has also increased this year. This also applies to budget places, which became more than last year and students on a contract.
