The process of returning civil aviation to Ukrainian skies will not be instantaneous. Even with full security and opening of the airspace, airports with preserved infrastructure will need at least three months to prepare. This time is necessary for conducting internal audits, checking special equipment, analyzing the availability of qualified personnel and updating all regulatory documentation in accordance with international standards.

Acting head of the State Aviation Service of Ukraine, Daniil Menshikov, reported this in an interview with “TsTS”.

Today, key air gates of the country, such as Boryspil, Kyiv, Lviv, Odesa, Kharkiv and Zaporizhzhia, have already developed and updated recovery plans. During 2024–2025, the regulator conducted unscheduled inspections of these facilities to assess their actual condition. While the situation at major airports is assessed as difficult but not critical, regional airports face much more serious challenges due to lack of funding and damage caused by fighting.

Despite the complete suspension of flights within Ukraine, the domestic aviation industry continues to function abroad. As of December 2025, there are 659 aircraft in the Ukrainian registry, a significant part of which is actively operated in foreign markets. It is expected that by the end of 2025, Ukrainian airlines will carry about 670,000 passengers, which is 40% more than the previous year. This shows the adaptability of the industry and its readiness to quickly return to the domestic market after the end of the war.

We will remind you that Wizz Air is ready to deploy about a hundred routes in Ukraine in the first six months after the resumption of air traffic. It is already close to an agreement on the resumption of commercial activities with some Ukrainian airports.

We have also already reported that Lviv International Airport is studying the possibility of opening civil aviation flights during martial law, but under the condition of ensuring security.
