The Verkhovna Rada’s Committee on Finance, Tax and Customs Policy has generally supported the government draft law on increasing the excise tax on tobacco products. People’s deputy Yaroslav Zheleznyak reported this. Zheleznyak noted that draft law No. 11090 provides for the establishment of a gradual increase in excise tax rates on tobacco products in accordance with the minimum level determined by the EU Directive. Yes, the excise tax on cigarettes will be tied to the euro, not the hryvnia. As a result, starting from the new year, the price of cigarettes will increase by an average of 40 hryvnias. Advertisement: According to him, the implementation of the law will make it possible to additionally attract about 20 billion hryvnias to the budget in 2025. Advertisement: According to the document, in 2025 the excise tax on cigarettes will increase by 35.4%, in 2026 – by 17%, in 2027 – by 8.8%, and in in 2028 – by 8.2%. The minimum excise duty in euros per thousand pieces will be 78 euros in 2025, with a gradual increase to 90 euros in 2028. For tobacco and its substitutes (TWEN), the excise duty is scheduled to increase by 22.2% in 2025, by 11.9% in 2026, by 4.2% in 2027 and by 4.6% in 2028. We will remind: the Verkhovna Rada supported in the first reading draft law #11090 on increasing the excise tax on tobacco products. The European Business Association (EBA), the American Chamber of Commerce in Ukraine (AmCham) and the Association of Tobacco Manufacturers “Ukrtyutyun” appealed to the Verkhovna Rada to support in the second reading draft law No. 11090 on increasing the excise tax on tobacco products in the version of the Cabinet of Ministers.
