In 2025, the Office of the Commissioner for Human Rights of the Verkhovna Rada of Ukraine conducted more than 800 monitoring visits throughout the country, checking compliance with human rights. According to Ombudsman Lubinets, each such inspection records violations of children’s rights, which indicates a large-scale problem in the field of protection of minors.
This was stated by the Commissioner for Human Rights Dmytro Lubinets.
According to Lubinets, violations were detected in almost every case of monitoring, which indicates a systemic problem and the authorities’ indifference to the safety and rights of children.
The ombudsman gave the example of a lyceum in Transcarpathia, where the community leadership allowed systemic violations for years: children do not attend school, but are fictitiously registered as students in order to receive more funding. Training is held alternately in rooms with bricked-up windows, and the basements of private houses that do not meet civil protection standards serve as shelters for students.
“When I read the reports, I cannot understand what is happening to our children. I am amazed by the indifference and irresponsibility of the competent authorities,” said Lubinets.
Students are forced to go outside to use the toilet, which poses a health threat, especially in the cold season.
“Often, there is no adequate response until the problem becomes public. Therefore, I will continue to publish other cases of violations of children’s rights throughout the country,” added the ombudsman.
Lubinets demands from Russia information about the deported residents of Grabovskoye.
It will be recalled that Lubinets held a meeting with the Ombudsman of the Russian Federation and the ICRC.
Lubinets also called the policy regarding immigrants a failure.
