In a comment, OK “West” called the actions of the head of the Tax Code legitimate and within the limits of authority. Instead, the source in the military command called the situation “emotional misunderstanding” and assured the BBC that it was already settled.

The situation was publicly announced by the mayor of Drohobych Taras Kuchma on January 28. He has been leading this district center with about 74,000 population for almost 10 years.

According to him, the Tax Code called him, as well as the heads of neighboring settlements: Truskavets, Boryslav, Skhidnytsia and Medinichiv, to “clarify some materials” on January 22. This has happened repeatedly, the mayor said.

But, Kuchma notes, on January 22 he could not arrive on the call, because he was at the ceremony of farewell with a fallen warrior, a resident of Drohobych Mikhail Malinovsky.

However, the next day, the Tax Code sent a letter to the police demanding forcibly delivering the mayor of Drohobych to the staffing center. In the end, Taras Kuchma himself appeared in the shopping center on January 27. There he was discharged a protocol for imposing a fine of 34 thousand hryvnias.

The city mayor calls this document “unmarked, emotional” and “legal arbitrariness.” The fact, Kuchma explains that the heads of settlements do not have any force units to force the citizens to the Civil Code. The only function that is accessible to them is the notification of the population about mobilization measures.

The mayor of the neighboring city of Boryslav Igor Yavorsky confirmed that he also received a fine from the CCC for failure to comply with the mobilization plan.

Taras Kuchma considers all this pressure on local self -government and “preparation for elections”. He sent an appeal to the Association of Cities of Ukraine, which in turn appealed to President Vladimir Zelensky.

Drohobych TCC and JV, as well as the district military administration did not comment on the situation.

In a comment to the Air Force Ukraine OK “West”, which is subordinate to the Labor Code of Lviv region, evaluated this situation as such that corresponds to the law.

“Local self -government bodies, in particular, provide primary military accounting of conscripts, conscripts and reservists, as well as measures of alert and ensure the arrival of reservists and conscripts at the collection points,” – reminded at OK “West”.

They claim that the head of Drohobych RTC and JV of the Lviv region acted “within the limits of his powers and competencies.”

It should be noted that the law on strengthening mobilization in Ukraine defines a number of responsibilities of local self -government bodies on April 11, 2024. It came into force on May 18.

In particular, it states that the executive bodies of local authorities have the authority to exercise during the mobilization timely alert and “ensuring the arrival” of citizens who are involved in the performance of the obligation to mobilize.

City officials have “through taking appropriate information and organizational and technical measures.”

In addition, on May 16, 2024, the Cabinet of Ministers approved the procedure for conscription citizens for military service during mobilization.

It states in more detail what the city authorities should do. Thus, after receiving the appropriate order of the CCC or district military administration, it must notify the military at the address of the place of residence by serving the summons under their personal signature. The results of this alert should be reported in the CCC.

In addition, it is the city authorities that should ensure the transportation of warnings from the precincts to the points of collection of district territorial centers of acquisition or military units.

How does it look like in practice? For example, on November 29, 2024, the head of Drohobych RVA Stepan Kulinyak ordered the mayor of Drohobych by December 1 to submit lists of citizens to be taken to military registration and provide their “timely and organized turnout” in the shopping center.

The fine for local government officials for violation of these rules ranges from UAH 34 to 59.5 thousand.

Recall: The Commander -in -Chief of the Armed Forces Oleksandr Syrsky stated that the possibilities of mobilization do not cover the need for personnel at the front, so the infantry transferred some of the military personnel who were engaged in logistics and provision.
