Thanks to the support of these forces, the package received 520 votes in the Bundestag, which is 31 more than necessary to approve amendments to the Constitution.
The new financial plan involves weakening a constitutional restriction on government borrowing known as a “debt brake”. This will allow the government to take loans without restrictions to financing defense expenses, civil protection, intelligence services and cybersecurity.
In particular, the approved reform provides for the possibility of increasing debt expenditures to finance the defense and needs of federal lands. Also approved is the allocation of 500 billion euros for a special infrastructure fund.
The final decision on the package should be made by the upper house – the Bundesrat on Friday, March 21. It also requires a majority of two -thirds of the vote.
