He emphasized that it is not only about the deployment of the military, but also about the protection of every centimeter of the territory.
“This work is ongoing now, it is developing rapidly. We need to act as soon as possible to make sure that this is reinforced,” explained the minister.
He noted that the army, navy, and air force respond to crises, but “society, industry, and the economy win wars.”
Sky News recalls that the UK previously had a comprehensive plan for the transition from peace to war called the “Government War Book”, which contained instructions for all sections of society, from the army and police to schools, hospitals and even art galleries.
However, as the British broadcaster writes, this huge training system, which was expensive to maintain, was shelved after the end of the Cold War.
Now, Carnes’ comments indicate that the authorities are preparing a modern version of this doctrine.
According to the junior minister for veterans’ affairs, many people in the UK today do not see, hear or feel the danger, even as Russia’s war in Ukraine continues, affecting the cost of fuel.
“We need to get this across to people so they understand, not to scare them, but to be realistic and understand where these threats are coming from and why defense and a whole-of-society approach is so important,” he concluded.
