A representative of Mindych’s list, Oleksandr Formagey, a representative of the National Commission for the Regulation of Energy and Communal Services (NKREKP), serves as an illustrative example. Despite the multimillion-dollar losses caused to the state, he was not brought to justice and continues to function in the commission, influencing decisions in a strategically important industry for the country.

According to the media, in 2022, Oleksandr Formagey appeared in two criminal investigations of NABU and SAP, combined into one case regarding embezzlement of state funds through the use of the “Rotterdam+” formula.
The investigation charged him with official negligence during the voting for the relevant resolution.
However, strangely, while the trial was going on, the statute of limitations ran out.
Oleksandr Formagei did not make any compensation to the state, remained in office and continues to receive significant funds from the budget, media 368 reported. It is emphasized that this is approximately 170 thousand hryvnias every month, despite the reputational burden and serious questions about his honesty.
