The State Border Guard Service of Ukraine stated that they do not confirm significant migration of young men aged 18-22 years after granting them permission to leave the country.
Andrii Demchenko, the spokesman of the State Security Service of Ukraine, said this on TV, Ukrinform reports.
He refuted the assumption that the migration of young Ukrainians abroad in the last six months reached half a million people.
“I cannot say where such data come from, because the State Border Service did not conduct such an analysis and did not publicly provide such data. They do not correspond to reality and are not objective. Even if we compare the whole year 2025, there is no such number in terms of preference for departure from Ukraine, even for the general crossing of the border of all categories – both women and men, and different age categories,” Demchenko assured.
At the same time, he noted that the State Border Guard Service keeps only general statistics of border crossings and does not separate these crossings by age and gender.
“When the category of men from 18 to 22 years of age was allowed to leave Ukraine, this norm came into effect on August 28 (2025 – ed.) – various mass media turned to the State Border Service, receiving the answer that we do not keep statistics by age and gender. And they also appealed to neighboring states. The data provided, for example, by the Polish side, are many times smaller. It is often said that a large number of citizens left Ukraine and never returned. But they forget to talk about the fact that the movement also goes to the entrance to Ukraine,” Demchenko noted.
