Axios, citing sources, writes that the 28 points of the plan are divided into four general categories: peace in Ukraine, security guarantees, security in Europe, and future US relations with Russia and Ukraine.

Details: Axios notes that Trump envoy Steve Witkoff is leading the development of the plan and has discussed it in detail with Russian envoy Kirill Dmitriev.
Dmitriev, head of the Russian Private Equity Fund, who is also actively involved in diplomatic negotiations regarding Ukraine, told Axios in an interview Monday that he held three days of discussions with Witkoff and other members of Trump’s team when Dmitriev visited Miami from Oct. 24 to 26.
However, Witkoff was scheduled to meet with Ukrainian President Volodymyr Zelenskyi in Turkey on Wednesday, but postponed his trip, Ukrainian and American officials said.
Witkoff discussed the plan with NSDC Secretary Rustem Umyerov in a meeting earlier this week in Miami, a Ukrainian official confirmed to Axios.
“We know that the Americans are working on something,” said a Ukrainian official.
“The president (US Trump – ed.) has made it clear that it’s time to stop the killing and make an agreement to end the war. Trump believes there is a chance to end this senseless war if he shows flexibility,” a White House representative told Axios.
Dmitriev told Axios that the main idea was to build on the principles that Trump and Russian President Vladimir Putin agreed on in August in Alaska and prepare a proposal “to resolve the conflict in Ukraine, as well as to restore relations between the United States and Russia and to resolve Russian security issues.”
“Actually, this is a much broader concept, which, in fact, is how we can finally ensure lasting security not only in Ukraine, but also in the whole of Europe,” he said.
According to Dmitriev, the goal is to prepare a written document on this topic before the next meeting between Trump and Putin. Plans to hold a leaders’ summit in Budapest remain in place for now.
Dmitriev noted that these efforts have nothing to do with Great Britain’s initiative to develop a peace plan for Ukraine modeled after Gaza, which, in his opinion, has no chance of success because it does not take into account Russia’s position.
The Russian envoy noted that the American side is now explaining the “advantages” of its current approach to Ukrainians and Europeans.
“This is happening against the background of the fact that Russia is undoubtedly achieving additional successes on the battlefield,” he added.
The publication adds that an American official confirmed that the White House has begun to inform European officials about the new plan, but this does not concern the Ukrainian side.
The official noted that the White House believes that there is a real opportunity to involve Ukrainians and Europeans in the plan, and added that the plan will be adapted taking into account the proposals of various parties.
“We believe that now is a good time for this plan. But both sides must be practical and realistic,” the American official said.
