The State Audit Service of Ukraine recorded gross violations in financial transactions between Ukrenergo and United Energy, which led to an increase in the private supplier’s debt to the state operator by more than UAH 1.6 billion and created risks of loss of state funds.
As follows from the audit report for the years 2018-2022, the parties concluded an agreement on the settlement of electricity imbalances in 2019, but in 2022 United Energy did not pay the invoices issued.
As of June of that year, the debt to Ukrenergo amounted to UAH 1.624 billion.
The company had a bank guarantee from JSC “Bank Alliance” in the amount of UAH 1.85 billion, but the state operator was unable to implement it in a timely manner, receiving only UAH 133 million. The rest of the requests were rejected by the bank.
In addition, the auditors established that “Ukrenergo” submitted certificates to “Oshchadbank” in a timely manner confirming overdue obligations. As a result, in March 2022, the bank mistakenly transferred UAH 479 million to United Energy instead of repaying its debt.
Also, the operator of the transmission system did not grant the company the status of “defaulting market participant”, which allowed it to continue trading despite late payments.
The act of the State Audit Service emphasizes that improper control and inactivity of Ukrenergo officials led to the accumulation of debts of the private company and the risk of loss of state assets.
At that time, the state company was headed by Volodymyr Kudrytskyi.
A deposit of 13.7 million hryvnias was made for the former head of Ukrenergo Volodymyr Kudrytskyi.
We will remind you that the Pechersk District Court of Kyiv chose preventive measure against the former head of “Ukrenergo” Volodymyr Kudrytskyi.
