“The leaders held an in-depth discussion on a number of foreign policy issues of mutual interest. They confirmed unwavering support for Ukraine, which continues to defend itself against Russia’s aggression,” the message reads.
The parties also expressed “deep concern over Iran and North Korea’s provision of lethal weapons to Russia and the People’s Republic of China’s support for Russia’s defense and industrial base.”
The United States has restricted Ukraine’s use of long-range weapons over fears it could escalate the war and possibly prompt Russia to use nuclear weapons.
Hours before the talks began, White House national security spokesman John Kirby said the United States did not plan to announce any new policy on the issue.
The meeting between Biden and Starmer came a day after US Secretary of State Anthony Blinken wrapped up a tour of Europe during which he heard repeated calls from Ukraine and its allies to lift the restrictions. In Kyiv, he said he would convey those calls to Biden, noting that the United States has previously adapted its policy to the situation on the battlefield.
In May, Biden reversed US policy, allowing Ukraine to launch US-supplied missiles at Russia to defend against a major Russian offensive in Kharkiv. But he kept the distance restrictions, Ukraine can hit targets only in the regions near its border.
