The National Agency for Tracing and Asset Management (ARMA) has completed a full inventory of court orders, but has not yet taken control of all assets transferred to it.

The monitoring of the Accounting Chamber revealed that a number of criticisms regarding transparency and accounting of corruption assets remain unfulfilled. The auditors noted shortcomings that hinder the effective management of seized assets and their preservation: in particular, failure to record certain assets and incomplete reflection of property in ARMA’s accounting.
What did you manage to do?
In response to the Audit of the Accounting Chamber, ARMA reported certain positive changes:

The Regulation on the Unified State Register of Seized Assets has been updated;

Performance indicators of the Agency have been introduced;

Projects of government acts have been developed, which establish methods for determining the possibility of asset management, the procedure for selecting managers for simple and complex assets, as well as control over the effectiveness of management.
However, the monitoring showed that ARMA did not implement five key recommendations within the prescribed time frames:

Ensuring full management of assets provided for by court decisions;

Regulation of interaction of ARMA with prosecutor’s office and pre-trial investigation bodies;

Improving control over the effectiveness of asset management and establishing transparent criteria for assessing their value;

Completion of the Unified State Register of Assets and automation of accounting through the ARMA Asset Management System;
-
Ensuring ARMA access to the Unified Register of Pretrial Investigations.
At the same time, the Cabinet of Ministers of Ukraine also failed to implement four recommendations of the Accounting Chamber based on this audit.
It will be recalled that in December 2025, the government changed the coordination of ARMA, a special central executive body created to fight corruption and other crimes through the management of illegally acquired assets.
“ARMA is authorized to identify and search for assets – property that can be seized in criminal proceedings or in the case of recognition of unfounded assets and their collection into state income. In addition, based on the court’s decision, ARMA manages the seized assets,” the message states.
