The Ministry of Energy of Ukraine strongly condemned Russia’s attempts to legitimize the occupation of the Zaporizhzhia nuclear power plant by issuing a so-called “license” for the operation of one of its power units.

The decision of the Russian “Rostekhnadzor” of December 2025 is legally null and void and has no legal consequences. The Zaporizhia NPP remains under the exclusive jurisdiction of Ukraine, and the only competent regulator is the State Nuclear Regulatory Inspection of Ukraine.
The Ministry of Energy notes that the statements of the Russian Federation about the alleged technical readiness of the power unit cause particular concern. The loss of the Kakhovsky Reservoir, power outages, degradation of safety systems and the lack of qualified personnel make any attempt to start the reactors deliberately irresponsible and dangerous, with a real threat of a nuclear accident with transboundary consequences.
The department emphasized that such actions have signs of nuclear terrorism and violate international norms, in particular the principles of nuclear safety of the IAEA. Representatives of the Russian state corporation Rosatom are involved in the illegal management of the station.
Ukraine demands the immediate withdrawal of Russian troops and unauthorized personnel from the territory of the NPP and Energodar, the return of the plant to the control of Ukrainian authorities, and the preservation of all power units in a “cold shutdown” mode until deoccupation.
In addition, the Ministry of Energy calls on the international community, the IAEA and partner states to assess the illegal actions of the Russian Federation and to increase the sanctions pressure on the Russian nuclear sector in order to prevent a nuclear disaster.
Previously, Rostechnadzor published a license for the operation of the first power unit of the temporarily occupied Zaporizhzhia nuclear power plant for a period of 10 years.
