Ukrainian doctors criticized bill No. 13683 About Auxiliary Reproductive Technologies (DRT), initiated by the Cabinet of Ministers. Experts pay attention to the risks of a document, which in particular prohibits the donation of embryos.

About it during a press conference on October 7 reported Members of the Board of the Ukrainian Association of Reproductive Medicine (UARM).

Vice president of Warm Valery Zukin noted that the provisions of the bill are actually forbidden to use donor embryosincluding single women.

“There it is written that the embryo can only carry a woman who is genetically linked”– added the reproductologist.

According to him, donor DRTs use patients in two cases – when older women do not have their own eggs and if both members of the spouse do not have their own germ cells.

“According to our statistics, from 5 to 10% of cycles, reproductive clinics are carried out with donor embryos. Where do they come from? These are embryos who leave married couples who have undergone successful treatment in the clinic for altruistic donations.

In fact, this decision (the provision of the bill – ed.) Comes healthy, already unnecessary embryos for disposal “– Zukin is convinced.

In addition, the document does not provide for state guarantees on payment for DRT servicesDespite the fact that this method of treatment of infertility is expensive, but infertility is included in the medical guarantee program.

“What does it look like: every year the Cabinet of Ministers approves the amount of medical guarantees within [державного] budget. That is, theoretically it may not accept the DRT package if it is not in the law. And this very important package can be removed from there “– the doctor explained.

Zukin added that government law does not involve pre -implantation genetic diagnostics For healthy couples, which allows you to determine a healthy embryo and avoid termination of pregnancy.

“There are two options at fertile surfactants with genetic risk – it is natural to be pregnant and prenatal diagnostics or to determine embryo and not to do unnecessary pregnancy interruption”– says Vice president Warm.

In addition, the document prohibits the use of embryos for scientific purposes.

The government bill envisages DRT as a “last hope” after a long treatment, says Valery Zukin.

Uarm suggests that the bill can reduce the number of children born through DRT by thousands of.

“We conducted a survey among clinics: all in one voice said that this bill is anti -state, anti -reproductive and anti -demographic”– added the President of the Association Alexander Yuzko.

“Actually in such a demographic crisis, every child is in weight of gold. Therefore, people need to be a path to paternity rather than restricting it”– Zukin says.

During the event, the People’s Deputy of the European Solidarity faction Maria Ionova said that together with his colleague Jana Zinkevich tried to submit an alternative bill to the government, but was not registered “guided by some regulatory regulations.”

The parliamentarian believes that the sphere of DRT in Ukraine needs legislative regulation, but the government document must be revised.

“This bill does not vote. We would not want to fail. It would be better recalled and worked out the document together with a profile committee, associations and doctors,” – convinced Maria Ionova.

MP Yana Zinkevich stated that the Government Bill “has a lot of strict restrictions”, which, in her opinion, is not appropriate to introduce in Ukraine, in particular due to the demographic crisis and martial law.

Recently Committee of the Association of Lawyers of Ukraine on Medical and Pharmaceutical Law statedthat government law # 13683 Requires refinement.

Besides, there they called to:

  • wide public discussion with the participation of doctors, lawyers and the public;
  • bringing the text of the document in line with international standards;
  • exclusion of potentially discriminatory standards;
  • Coordination of provisions with the current legislation of Ukraine.
