During a full -scale war, the State Expert Center of the Ministry of Health of Ukraine spent UAH 8.47 million from the state budget for the organization of foreign business trips.
The relevant information appeared in the ProZorro public procurement system, RBC-Ukraine reports.
According to the newspaper, his journalists appealed to the head of the center of Mikhail Babenko. He confirmed that he regularly traveled abroad in the course of office trips – at least once a quarter. At the same time, Babenko refused to disclose the details of the trips, referring to the internal positions of the institution.
“This is the same concept – relative. Often, not often … But it happens. Well, once a quarter,” the official commented.
“This is a professional issue, it is confidential. It is provided by the statute of the enterprise. All according to the current standards. Don’t worry,” he added.
In addition to expenses for foreign trips, the SEC systematically updates the service fleet – also at the expense of the budget. Thus, in January 2025 the Center purchased Skoda Superb in full configuration for UAH 2.16 million. The car has a massage chairs, a leather salon, an audio system of 14 speakers, a climate control with several zones, an adaptive cruise control, an electric drive of the trunk and a circular inspection chamber.
In 2024, the SEC purchased the Hyundai Staria Business Class for UAH 2.7 million, as well as two Skoda Octavia A8. A year earlier – Toyota Camry Hybrid in Elegance+, which, according to journalists, cost more than a similar car purchased by another state -owned enterprise. In November of the same year, the institution was purchased for the second time by Hyundai Staria.
Such procurement of the premium segment techniques for a structure that does not perform transport functions raises doubts about the expediency and validity of expenditures. According to RBC-Ukraine sources in the Ministry of Health, Mikhail Babenko often uses office cars for his own purposes, including during foreign trips.
Journalists sent requests to the Ministry of Health and the SEC with a request to provide a complete list of vehicles at the Center’s disposal and information about their consolidation. The data on Babenko himself – with clarification of the quantity, directions, purpose and results of business trips were requested separately.
In addition, RBC-Ukraine appealed to the National Agency for the Prevention of Corruption with a request to check a possible conflict of interest in Mikhail Babenko’s actions.
