Almost 70% of Ukraine’s budget goes to defense — Accounting Chamber

Based on the results of the three quarters of 2025, the Accounting Chamber analyzed the implementation of the state budget of Ukraine. Despite the intensified attacks by the Russian aggressors, the decrease in the volume of industrial production and exports, the country’s economy showed growth in the third quarter.

International aid continued to play an important role in filling the budget. According to the conclusion of the Accounting Chamber “On the results of the analysis of the implementation of the law on the State Budget of Ukraine for 2025 in January-September”, almost 70% of state expenditures are directed to defense.

In the analyzed period, receipts from international partners amounted to UAH 1.4 trillion. At the same time, the share of non-refundable financial aid in the total amount of external income decreased to 23.5%, the rest – loans.

Due to the violation of deadlines or incomplete fulfillment of obligations (in particular, regarding the activities of the High Anti-Corruption Court and ARMA), the planned 5.7 billion euros from the EU under the Ukraine Facility program and 0.5 billion dollars were not received. USA – on IMF loan.

State budget revenues totaled UAH 2.7 trillion (+25% compared to January-September 2024). However, growth rates are slower than in previous periods.

The revenue plan of the general fund for three quarters was exceeded by 5.2%, in particular, due to the increase in salaries and profits of economic entities. The income of the special fund also increased by 26.8% compared to the same period last year.

The Accounting Chamber has identified risks of under-fulfilment of the tax revenue plan by the end of the year, in particular, due to a decrease in the hryvnia exchange rate, a reduction in gas production and fuel production. The profits of enterprises in the first half of 2025 decreased by 10%, and the tax debt increased to UAH 201.1 billion, including due to an additional penalty for violations in foreign economic activity.

State budget expenditures in January–September 2025 amounted to UAH 3.6 trillion (+22.2%), with 69.4% of funds directed to defense (UAH 2.5 trillion). In some areas, such as the modernization of weapons and social programs, spending was lower than planned. Spending on public investment, municipal infrastructure, and medical projects also fell behind schedule due to delays in contracts and tenders.

62% of the funds of the reserve fund were used, but part of them went to activities that were supposed to be financed from other sources. The overdue receivables of fund managers continue to grow (Ministry of Defense – UAH 68.1 billion). Government borrowing remains the main source of funding, but receipts are 11% lower.

The Accounting Chamber recommends the redistribution of funds, the reduction of tax debt, the repayment of payables and receivables, and the timely implementation of the Ukraine Facility program.

In the 2026 state budget, a reserve of UAH 200 billion will be created for defense.

The Verkhovna Rada will vote on the draft law on the state budget for 2026 in the second reading on December 2, despite the fact that the legislative “deadline” has already been violated.

The European Union was preparing to transfer a total of 1.95 billion euros to Ukraine as part of the fifth tranche of the Ukraine Facility program.
