Details: The Eurocouncil agreed to provide Ukraine with a loan of EUR 90 billion for 2026-2027 based on EU borrowings on capital markets secured by EU budget reserves.

Therefore, it was emphasized on:
- the importance of strengthening the European and Ukrainian defense industry
- Ukraine’s further compliance with the principles of the rule of law, including the fight against corruption;
- the specific nature of the security and defense policy of some member states and the security and defense interests of all member states.
It should be noted that the decision on financial support for Ukraine in 2026-2027 will not have financial obligations for three European countries: Slovakia, Hungary and the Czech Republic.
The President of the European Commission, Ursula von der Leyen, emphasized that this loan, provided on an interest-free basis, will not become a burden for the budget of Ukraine, and the country must repay it only when it receives reparations.
And Belgian Prime Minister Bart De Wever believes that the EU’s decision on joint borrowing for Ukraine is a strong political signal.
