On October 29, the Cabinet of Ministers of Ukraine approved the Resolution defining the regulations for the gaming industry. Its main task is to provide protection of citizens from gambling addiction. This was reported to the Ministry of Statistics on October 30.
Resolution No. 1370 dated 10/29/2025 “On approval of requirements for combating pronounced gaming addiction (ludomania)” imposes the following obligations on the organizers of gambling entertainment:
- watch the player’s actions. If signs of severe addiction are detected, the game is stopped for this person, but the winnings are paid out;
- close access to the profile at the player’s request. After that, replenishing his account and continuing to participate in the game become impossible;
- not allow players to participate in the game without setting time and cost limits, and also ensure that they do not go beyond the established limits;
- systematically inform players in their personal accounts about the time spent in the game and the amount of money spent — with the option to continue or pause the game;
- to provide consultations on gaming addiction;
- communicate the dangers of gambling and responsible gambling in halls and on websites.
For the first time, the definitions of pathological and problematic gaming behavior were recorded at the legislative level. Clear parameters will allow timely response to threatening changes in the player’s behavior, before the problem has turned into clinical manifestations.
As the Informant informed, the PlayCity agency appealed to Ukrainians with a request to check casinos and file complaints about unlicensed establishments with the help of a few clicks. For this purpose, PlayCity launched the Illegal Web Resources Tracking System on August 22.
“Thousands of casinos operate illegally, and PlayCity’s task is to eliminate the shadow segment of the gambling business, so that only licensed companies operate in Ukraine. The new tool from PlayCity will help to identify and block illegal casinos even faster and more effectively,” PlayCity said in a message.

Also, the system identifies copies of online casinos and related domains in order to prevent illegals from bypassing the established restrictions.
