This was announced by the Minister of Foreign Affairs of Ukraine Andriy Sybiga, according to the press release of the Ministry of Foreign Affairs of Ukraine.

In particular, with the aim of strengthening the national unity of Ukrainians, Sybiga announced a significant simplification of access to consular services abroad in 2025 thanks to the full implementation of the “e-Consul” system.

As the minister clarified, it is about the plans of the Ministry of Foreign Affairs to launch automated notary services in all Ukrainian diplomatic missions abroad.

“This means that in the “e-Consul” system you will be able to choose the type of power of attorney or application you need, if necessary – add information, and during your visit to the consul, a document ready for signing will be waiting for you. Saving time and effort,” said Sybiga .

The head of the Ministry of Foreign Affairs also announced the launch within six months of new digital services in the “e-Consul” system, which will apply to the most popular services. According to him, the experience of receiving public services for Ukrainians abroad will be similar in simplicity and accessibility to the experience of using “Diya” by citizens in Ukraine.

Sybiga announced that already in February, courier delivery of foreign passports will be introduced in several countries at an affordable price in cooperation with Novaya Poshta.

“It will no longer be necessary to visit the diplomatic mission twice, to look for a free slot in the e-Queue, and to spend time and money on a second visit to obtain a ready-made passport. We filled in the necessary data in advance on the Diya portal, arrived in person once to submit biometrics, and after registration, we received a ready-made passport by mail,” the minister emphasized.

In addition, Sybiga announced plans of the Ministry of Foreign Affairs to start issuing driver’s licenses abroad in the spring.

According to the head of the diplomatic department, in the second half of 2025, a comprehensive service for registering the birth of a child abroad should become operational, which will include state registration of birth, acquisition of Ukrainian citizenship by birth, registration in the State Register of Individuals – Taxpayers, entering the child into the Unified State Demographic Register register.

The Minister emphasized that during the same period, the possibility of issuing a tax number (RNOKPP) and ID card should become available in Ukrainian diplomatic missions.

Sybiga noted that the foreign policy department plans to introduce other new tools to simplify access to consular services, which will be announced this year.

The “e-Consul” system – what is knownAs UNIAN reported, in August 2024, the Cabinet of Ministers of Ukraine adopted a resolution on the creation of the “e-Consul” information and communication system, which will provide a number of services for Ukrainians abroad.

In December 2024, the Ministry of Foreign Affairs simplified the procedure for obtaining consular services for Ukrainians abroad. In particular, the “e-Consul” platform was launched.
