The Cabinet of Ministers adopted a resolution on the establishment of the Scientific Expert Council on Climate Change and Preservation of the Ozone Layer and approved regulations on its activities.
The government made the relevant decision on January 14, 2026, with reference to the Ministry of Economy, Environment and Agriculture.
“Effective climate governance requires systematic work on institutional capacity, transparency and international cooperation. The creation of the Scientific Expert Council on Climate Change and Preservation of the Ozone Layer is an element of the implementation of international approaches to the formation and implementation of climate policy,” said Deputy Minister of Economy, Environment and Agriculture Pavlo Kartashov.
The government also approved the personnel of the new body, which included 29 scientists.
The scientific expert council is a permanent independent advisory body, which was created for the purpose of scientific support for the formation of state climate policy, assessment of state policies and measures for compliance with the goals and principles of state climate policy, preparation of recommendations on necessary steps based on the results of such assessment and their submission to the government, as well as general scientific coordination and forecasting in the field of climate change.
The ministry noted that the resolution has a European integration character and is aimed at fulfilling Ukraine’s obligations within the framework of the European Union’s Ukraine Facility initiative (paragraph 15.3), as well as the provisions of the Law of Ukraine “On the Basic Principles of State Climate Policy.”
As reported, the Interdepartmental Working Group on Coordination of Climate Change Consequences approved the draft of the updated Long-term Strategy for Low-Carbon Development of Ukraine until 2050.
