Berse’s direct speech: “35 states will sign a convention that will create a compensation commission. This is unprecedented for the first day of an international treaty.”

The Secretary General did not specify the names of the states that agreed to sign the document on the first day, but it is known that representatives of more than 50 states of Europe, Latin America, North America, Asia, and Australia have arrived in The Hague.
Berse noted that he sees a connection between this process and the peace process.
“The question of responsibility cannot be a footnote in peace negotiations. Responsibility is at the center of every peace plan,” he stressed, stressing that he believes in the power of international law.
“The Council of Europe does not have drones and missiles, but the Council of Europe has the force of law. International law that applies to everyone,” Berse concluded.
