He noted that according to the legislation, every enterprise in Ukraine is obliged to keep military records. However, currently there are more than a million enterprises operating in the country, and there is still a lack of specialists who clearly understand their duties in this position. The new professional standard will become a kind of reference point for such employees, defining their tasks at all enterprises where military records are kept.

Dudka added that the standard for inspector for military accounting” is a document of national importance.

Now, any company that plans to hire a specialist – a military accounting inspector – after reading this, will know what kind of person they need to hire, so that everything is fine with their military accounting, so that they do not have fines. Because the state took this issue quite seriously,” said Dudka.

According to him, before the start of the full-scale invasion, military accounting was not given the same attention as it is now. Dudka explained that in connection with the issues of mobilization and the need to provide personnel, the state began to seriously pay attention to this aspect. However, according to the colonel, there is still a shortage of qualified specialists in this field.

He added that the new professional standard will help regulate these issues both for employers who hire such specialists and for conscripted citizens who work at Ukrainian enterprises.

The colonel said that the new standard will allow specialists who will hold the post of military accounting inspector to clearly explain how to fulfill the laws of Ukraine regarding military duty. He also noted that these specialists will be able to help avoid fines from TCC and JV. According to him, this standard will serve as a guide for those who currently do not have enough knowledge to finally resolve mobilization issues in the state.

Dudka noted that enterprises that will familiarize themselves with the new standard should send their specialists to training. According to him, there are about twenty educational institutions in Ukraine that conduct advanced training courses on this topic. After completing such courses, specialists from enterprises will be able to meet the requirements of the new standard. Dudka is sure that this will improve the quality of mobilization work at all levels, from small enterprises to state structures.

Mobilization in Ukraine

On May 18, a new law on mobilization entered into force in Ukraine, which provided for a deadline for renewal of military registration data by Ukrainian conscripts and reservists.

According to The New York Times, Ukraine mobilized 30,000 people a month after the new mobilization law came into force in May 2024.

However, in the fall, the pace of mobilization in Ukraine fell again to the level of May – before the adoption of the law, and now it does not even cover combat losses.

On October 29, the Secretary of the National Security Council Oleksandr Lytvynenko announced that they plan to mobilize another 160,000 people into the Defense Forces.

Secretary of the Verkhovna Rada Committee on National Security Roman Kostenko said that Ukraine needs to mobilize 500,000 people.

On November 13, the Minister of Defense of Ukraine Rustem Umyerov announced the need to continue mobilization in 2025 to maintain the defense and fulfill the tasks defined by the country’s military strategy.

In mid-November, the commander of the 1st separate assault battalion named after Dmytro Kotsyubail Da Vinci, Lieutenant Dmytro Filatov with the call sign Perun, stated that volunteers had become a rarity in the ranks of the Armed Forces. Filatov said that the battalion was recruiting among convicts released on parole immediately after the relevant law was passed. And they are probably the “last volunteers”.
