The working group chaired by the President’s Commissioner for the Protection of the Rights of Servicemen and Members of Their Families Olga Reshetylova (Kobylinska) continued the preparation of the draft law on the military ombudsman. Its general framework was previously worked out by the Central Department for the Protection of the Rights of Servicemen of the Ministry of Defense.
The meeting was attended by representatives of the Office of the President, the Ministry of Defense, the General Staff of the Armed Forces, and public organizations.
“There is a common position of the public, the Ministry of Defense and the President that the office of the military ombudsman should be a separate institution with the appropriate powers that will enable the effective protection of the rights of servicemen and the rights and freedoms in the security and defense sector in general,” said Olga Reshetylova.
The working group discussed the status and powers of the future military ombudsman and his office, subordination and interaction with other government agencies. In addition, it was about a proposal to create representative offices of the military ombudsman in all the Security and Defense Forces.
Representatives of non-governmental organizations also proposed to prescribe separately the mechanisms for the appointment of a military ombudsman during martial law and in peacetime, and to clearly record the procedure for handling complaints.
The members of the working group agreed to work out all the suggestions and discuss them during the meeting next week.
