The majority of Ukrainians prefer online services instead of offline: according to the annual survey of the Kyiv International Institute of Sociology, 59% of citizens choose services “within a few clicks”, and 85% of them are satisfied with the quality of services.

Last year, 48% of Ukrainians used services on the Diya portal and application. The department notes that digital services have become the main tool of interaction between people and the state.
“At the center of each of our services is a person. According to this philosophy, we create convenient services in Diya,” the message reads.
81% of Ukrainians use the Internet daily, most of them are young people under 30 years old. Most often, offline services are chosen by those who do not need to use electronic services.
The digital literacy of Ukrainians has also increased significantly: if in 2024 44% of citizens did not use online services due to a lack of skills, then in 2025 – only 22%.
The survey was conducted by the Kyiv International Institute of Sociology on behalf of the UNDP in Ukraine within the framework of the “Action Support Project” with the financial support of Sweden in partnership with the Ministry of Digital Affairs.
