Zelensky’s decree also stipulates that the head of the delegation in agreement with him may amend the delegation and approves secret negotiation directives.
That preceded:
- President of Ukraine Volodymyr Zelensky went to Ankara, waiting for the arrival of the owner of the Kremlin Vladimir Putin.
- But Kremlin head Dmitry Peskov said that Putin would not go to Istanbul for talks with the Ukrainian delegation. Instead, the Russian Federation sent a low -level delegation led by Putin’s assistant Vladimir Medinsky.
- In view of this, US Secretary of State Marco Rubio sees the chances of a breakthrough in negotiations between delegations of Ukraine and Russia in Istanbul.
- On the evening of May 14, Putin approved the composition of his delegation for negotiations with Ukraine. Putin himself is not in the list. The head of the delegation was appointed Vladimir Medinsky – Putin’s assistant. In 2022 he was already the head of the Russian negotiation group when Ukrainian and Russian delegations met.
