Details: The head of the delegation was appointed Secretary of the National Security and Defense Council Rustem Umerov. The delegation includes representatives of the OP, the Ministry of Foreign Affairs, the Armed Forces, the SBU, intelligence, the Verkhovna Rada and other structures.

Prehistory:
- Ukraine suggested that Russia hold a new round of negotiations this week.
- Independent Turkce reported on Monday, citing sources that Russian and Ukrainian delegations may meet this week in Istanbul – on July 23 or 24.
- The Kremlin stated that the Russian Federation “confirms its interest in holding the third round of negotiations on Ukraine”, but noted that “there should be an exchange of views on Memoranda of Moscow and Kiev, which are still diametrically opposite.
- On July 22, Zelensky reported that the Ukrainian delegation for negotiations with the Russian side in Turkey would head the Secretary of the NSDC Rustem Umerov.
