During Trump’s first term from 2017 to 2019, his administration already had a special envoy for peace negotiations in Ukraine (then it concerned the implementation of the Minsk agreements). The first and only person to hold this position was Kurt Walker. He was formally considered an adviser on a voluntary basis and did not receive a salary as a civil servant.
During the election campaign, Trump repeatedly stated that, if elected, he would end the war as soon as possible by finding a way to force Moscow and Kyiv to start negotiations.
Finnish President Alexander Stubb said on November 12 after a telephone conversation with Trump that he was “very serious about reaching a peace agreement as soon as possible.” Stubb noted that there is a good window of opportunity before Trump’s Jan. 20 inauguration.
On November 8, Russian President Vladimir Putin declared that he was open to dialogue with Trump. The Washington Post on November 10 wrote that Putin and Trump had a phone conversation on November 7, and the US president-elect urged Putin “not to escalate the war in Ukraine” and reminded him of the “significant presence” of the American military in Europe. The Kremlin officially denied the very fact of the conversation, Trump’s team also did not comment on this matter.
