The President of Ukraine, Volodymyr Zelenskyi, considers the Russian shelling of the civilian infrastructure of Ukrainian cities in recent days to be no accident. The head of state wrote about this on November 18, reacting to another shelling of Odesa, which caused human casualties.

“These are not random hits – they are demonstrative hits. After the calls and meetings with Putin, after all the false gossip in the media about the alleged “abstention” from strikes. Russia shows what it is really interested in: only war. And this signal should be heard in all parts of the world, from the halls where the members of the “Group of Twenty” meet to all the capitals of the world,” Zelensky said in a telegram.

He noted that the attack on Odesa on November 18 was against a residential area.

“Arriving at the parking lot. An apartment building, a university, and an administration building were damaged. As of now, eight people are known to have died. My condolences to the families and loved ones. Almost two dozen more people were injured. All the necessary forces are involved to help everyone who needs it,” added the President of Ukraine.

At the end of last week, German Chancellor Olaf Scholz had a phone conversation with Russian leader Vladimir Putin, and on November 18, Turkish President Recep Tayyip Erdogan intends to present his proposal to freeze the Russian-Ukrainian war at the G20 summit in Rio de Janeiro. The Kremlin has already rejected Erdogan’s proposal, calling the conditions put forward by Putin in June 2024 as the basis for ending the war. The leader of the Russian Federation, in particular, demands from Kyiv the complete withdrawal of troops from the Donetsk, Luhansk, Kherson and Zaporizhzhia regions (none of these regions is fully controlled by Moscow).

The Russian military regularly attacks Ukrainian regions with various types of weapons – attack UAVs, rockets, anti-aircraft missiles, and anti-aircraft missiles.

The leadership of Russia denies that the Russian army during a full-scale war inflicts targeted strikes on the civilian infrastructure of the cities and villages of Ukraine, killing the civilian population and destroying hospitals, schools, kindergartens, energy and water supply facilities.

The Ukrainian authorities and international organizations qualify these strikes as war crimes of the Russian Federation and emphasize that they are purposeful in nature.
