Details: In a letter of July 22, the head of the OECD Anti -Corruption Department and the head of the WGB Secretariat Julia Fromgoltz expressed “deep concern about the latest events” concerning NABU and SAP – in particular, on the adoption of the Law No. 12414.

She stated that this law (which came into force shortly after Kyiv received this letter, because on the evening of July 22, President Volodymyr Zelenskyy signed it), significantly undermines the independence of specialized anti -corruption bodies of Ukraine. Fromgoltz also predicts that these changes in the legislation, the OECP Working Group can regard as weakening Ukraine’s compliance with its obligations.
A representative of the organization stated that in the future this law threatens Ukraine’s desire to join the OECD, and therefore she called on Kiev and the President to veto this bill.
“If this letter comes to you after signing the bill, we urge further legislative changes to preserve the independence of specialized anti -corruption bodies. I urge to consider this issue with maximum seriousness,” the document reads.
Also, the head of the WGB Secretariat has warned the consequences for Ukraine if Kyiv did not take action to correct the problem.
“If (the issue arising from the adoption of the law) remains unresolved – it will not only jeopardize the prospects of Ukraine’s accession to the OECD Convention on the fight against bribery, but also its efforts to join the OECD, but also undermine its authority among international partners, including those who consider the possibility of Ukraine. It is known that even before the vote in the Verkhovna Rada in the European Commission expressed concern about the situation around NABU and SAP. They stated that these authorities are crucial to the reform program of Ukraine and must act independently to combat corruption and maintain public confidence.
