About it It is said In the study of YouControl.market.
At the same time, the number of closed FOPs increased more noticeably – from 71 975 in the 4th quarter of 2024 to 108 242 in the first quarter of 2025, which is more than 50%.
This difference creates a pronounced negative balance for small business in early 2025.
Such a jump on YouControl.market explains the accumulated “deferred demand”: in early 2025, Ukrainian small business faced a unique situation – a forced break in the work of the Unified State Register of Legal Entities, which lasted from the end of 2024 to January 8, 2025.
After the registry was restored at the beginning of 2025, these delayed registrations and liquidation were implemented in large numbers, which led to abnormally high rates of discoveries and closure of the FOPs in the first quarter.
It is noted that in all leading industries, the number of closed FOPs in the first quarter significantly exceeded the number of new discoveries.
The highest negative balance is observed in trade: in only one quarter the retail sector has lost about 18 thousand FOPs net (32.7 thousand against 14.5 thousand newly created businesses).
In IT and “other services” pure losses amounted to about 8-9 thousand FOPs per quarter.
“In general, even with the amendment to technical failures, the trend remains that the number of closed FOPs is steadily exceeding the number of new ones, which means a pure reduction in the number of small entrepreneurs in the country. Despite the growth of discoveries in the first quarter of 2025, this is not enough to compensate for massive coagulation of businesses,” – said youcontrol.
Recall:
For 2024 in Ukraine Closed Almost 210,000 entrepreneurs (FOPs), which is 32% more than 2023 and is the highest closure in the last 5 years.
