“Finally, the education system has become unfriendly to the evasants. This means that there are relatively few people who enter higher education institutions for this purpose (it is about avoiding mobilization – ed.)”– said Oleg Sharov.

The Ministry of Education and Science has confirmed that since 2022 in Ukraine, a significant increase in the number of people who wanted to receive graduate school education has been recorded. In particular, record indicators from the proclamation of independence among entrants were recorded in 2022 and 2023. At that time, a considerable proportion of people were more than 25 years old, says Oleg Sharov.

“The relevant government decisions were adopted and the system was gradually stabilized. Since 2024, full -time postgraduate studies can only be entered for budgetary funds – This is a competition for budget places that are limited.

At the same time, the volume of budget places last year has increased significantly compared to the last year to allow institutions to enroll all talented young people who really seek to do science “– the CEO emphasized.

He added that two external exams have been introduced in Ukraine recently in Ukraine to enter postgraduate studies – The only entrance exam (Eve), which consists of a part of a foreign language and a test of general educational competences, as well as the only entrance test on the methodology of scientific research.

“Thanks to these exams we try to leave those who are seriously interested in science. If a person does not, the likelihood of successful passing of these trials is a small”– said Sharov.

In 2025, Ukrainian educational institutions offer about six thousand places for graduate school. According to the Ministry of Education and Science, less than ten thousand Ukrainians were successfully taken.

The department expects that the preparation of entrants for Eve and the methodology test can help their further postgraduate training.
