Details: According to Stefanishyna, the cyber attack led to the temporary suspension of the work of the Unified and State Registers, which are under the jurisdiction of the Ministry of Justice of Ukraine. It was established that the attack was organized by Russian hackers with the aim of disrupting the functioning of key state services.

Stefanishyna’s direct speech: “Now, together with the team and specialists of other services, we are coordinating the work to counter the cyber attack and restore the systems. It is already clear that the attack was carried out by the Russians with the aim of disrupting the operation of the state’s critically important infrastructure.”

Details: The hackers claim to have stolen and deleted more than 1 billion lines of data in total, including data stored in Poland.

The minister reported that the following will be restored first of all:

  • State register of acts of civil status of citizens;
  • Unified state register of legal entities and individual entrepreneurs;
  • State register of rights to immovable property and their encumbrances.

The initial recovery time will be up to two weeks. “The specifics of providing services to citizens will be provided tomorrow during the day,” Stefanishyna said. “We are keeping the situation under control and are doing everything necessary to restore the operation of all services as soon as possible,” added the Minister of Justice.

Context: Mykhailo Fedorov, Deputy Prime Minister for Innovation, Development of Education, Science and Technology – Minister of Digital Transformation, believes that the role of cyber security in the modern world is exaggerated. “There is a lot of talk about it, but few people can actually cite any real cases of cyber threats,” Fedorov said in 2019.

“When we came to the President’s Office, the IT team showed dashboards with a thousand attacks per day, site overload, etc. We fired them in two weeks, and nothing happened for several months while we assembled a new team,” the minister added.
