The Cabinet of Ministers is updating the reservation criteria and the criteria for obtaining criticality – these updates concern compliance with the principle of justice, said Prime Minister Denys Shmyhal.

“Regional and branch criticality criteria of enterprises will now be agreed with the Ministry of Defense and the Ministry of Economy. Secondly, for the private sector, the salary criterion and the absence of debts to the budget are now mandatory points for booking employees. In particular, the accrued average salary in the enterprise and for the booked employee should be at least 2.5 times the minimum salary,” he said at the government meeting.

The government hopes this will reduce the risk of abuse where companies employ a person for a “shadow” booking arrangement.

According to the Prime Minister, from December 1, all reservations will be made through “Diya”, and monthly monitoring of enterprises and organizations will be conducted to ensure that they meet all criteria.

The new procedure will be effective from December 1. But, as reported by the government, there will be a transition period to the new conditions until February 28 for all those who already have deferrals. By this date – February 28 – all enterprises must renew the reservation of their employees, according to the new conditions, regardless of how and when the reservation was made.

The Cabinet of Ministers also adds that by November 15, they conducted an audit of enterprises and organizations that have the status of critical and have the right to reserve employees. According to the results of the audit, a number of problematic points were identified that need to be eliminated.

In September, Prime Minister Denys Shmyhal announced that the Cabinet of Ministers is preparing changes to the approach of reservation from mobilization based on the “Fight or Work” principle.

“It cannot be that someone paid off the protection of the homeland. This is the key principle, this is the red line,” Shmyhal emphasized.

Deputy Defense Minister Ivan Havrylyuk reported in mid-August that the number of conscripts in Ukraine is about 930,000.
