Before that, the Verkhovna Rada Committee on Law Enforcement has supported amendments to the Criminal Procedure Code (CCP), according to which NABU and SAP may be dependent on the decisions of the Attorney General. Currently, these are independent anti -corruption institutions.

At the meeting of the Committee in the morning of July 22, MPs recommended that the Parliament approve in the second reading the bill No. 12414, which provides for amendments to the CCP, with committee proposals.

Among other things, parliamentarians propose to approve a document with changes that can be approved by the Prosecutor General:

  • To redeem the powers of the SAP prosecutor to other prosecutors.
  • demand materials of any business and decorate them with other prosecutors;
  • provide NABU written instructions, compulsory;
  • To redeem NABU criminal proceedings to other pre -trial investigations.

The Chairman of the Committee Sergey Ionushas, his first deputy Andriy Osadchuk, as well as the head of the profile subcommittee on criminal law and counteraction to crime, Alexander Bakumov was not present at the meeting.

Most members of the Committee learned about the meeting and the postfact decision was made during it.

NABU and SAP believe that the bill No. 12414, which supported the Committee of the Council, will in fact destroy the independence of the SAP and subordinate the activities of NABU and the SAP to the Prosecutor General.

Prehistory:

  • The SBU and OGP staff conducted approximately 80 searches in 19 employees of the National Bureau of Investigation in different regions of Ukraine on July 21.
  • The security forces did not have court rulings to conduct searches, but they did not consider it a violation of the law, since obtaining such decisions could “cause leakage” and “damage special operations”.
  • NABU detectives are charged with treason, illegal trade with Russia, corruption in the interests of the oligarchs. At the same time, the State Bureau of Investigation was intensified with the materials of road accidents several years ago with the participation of NABU staff.
  • Representatives of the SBU and Office of the Prosecutor General also check the state of protection of state secrets in the Specialized Anti -Corruption Prosecutor’s Office (SAP). Verification applies to NABU employees who have access to the State Security Service and to conduct unspoken investigative actions.
