“I think that membership in NATO is the highest security guarantee for Ukraine. Article 5 is the most reliable, safest form of guarantees that states can have. Getting it is vital for Ukraine,” Carpenter emphasized.
However, he noted that “currently it will be difficult to achieve this, because Ukraine is in the hot phase of the war.”
“So the way I see it. Once hostilities cease, if this goal is achieved, NATO membership may follow. And this will provide a guarantee of security for Ukraine,” he emphasized.
At the same time, he noted that “it is now necessary to think very carefully about what temporary guarantees could be offered to Ukraine right now.”
“As I understand it, there are a number of European countries that will discuss this very concept (the peacekeeping mission in Ukraine as a security guarantee – ed.). Therefore, in my opinion, the presence of several EU countries, which would invest in Ukraine’s success and help stabilize the situation, would make sense,” the advisor emphasized.
In November, Reuters reported, citing sources including five current and former senior Russian officials, that Putin was ready to discuss with Trump after he took office the possibility of a ceasefire in Ukraine and, in particular, was ready to agree to freezing the war on the current one front line, but does not intend to give up most of the Ukrainian territories occupied by Russia, and also insists that Ukraine should not join NATO.
The Kremlin, commenting on this publication, said that Putin is open to negotiations, but does not agree to freezing the front line.
Kyiv has repeatedly stated that it cannot agree to any territorial concessions or freezing of the conflict. Such a freeze, according to the Ukrainian authorities, will only help Russia better prepare for a new attack.
