“The agreement will promote military cooperation in the field of maritime security through a new structure to strengthen security in the Baltic, Black and Azov seas and deter ongoing Russian aggression,” the press service of the prime minister reports.
The agreement is expected to formalize relations between the two countries and expand cooperation in defense and non-military fields.
London also announces the introduction of a grain verification system to track grain stolen from occupied Ukrainian territories.

According to the report, the agreement includes nine main areas and envisages using “innovations and resilience that Ukraine has shown in defending itself against Russia’s illegal and barbaric invasion, and encouraging them to support long-term security.”
The document will also fix the position of Great Britain as a priority partner of Ukraine in energy, the strategy of critical minerals and ecological steel production.
“The strength of our long-standing friendship cannot be underestimated. “Supporting Ukraine in defending it from Russia’s barbaric invasion and rebuilding a prosperous, sovereign future is vital to the security foundation of this government and our Plan for Change,” Starmer said in comments.
The agreement and the political declaration on the one-year partnership are planned to be presented to the parliament in the coming months.

The visit comes amid reports in the British press that Keir Starmer and French President Emmanuel Macron have begun discussing the possibility of sending British and French soldiers to Ukraine as peacekeepers if an agreement is reached to end the Russian-Ukrainian war.
Ukraine held the first round of negotiations with Great Britain on the conclusion of a bilateral agreement on a 100-year partnership in August 2024.
