NATO Secretary General Jens Stoltenberg explained that it is the member states of the Alliance who will decide whether to invite Ukraine when part of its territory is occupied.

“But my main message is that NATO’s security guarantees are the way to ensure a lasting and just peace for Ukraine,” he added.

When asked whether a scenario in which Ukraine becomes a member of the Alliance with partially occupied territories is possible in principle, Stoltenberg emphasized that it is “to be decided by NATO allies.” But, he added, this should become a guarantee of preventing future aggression from Russia.

“And again, Ukraine will decide for itself what is acceptable. Of course, NATO allies decide whether Article 5 guarantees can be applied to parts of Ukrainian territory,” Stoltenberg noted.
