Analysts at the Institute for the Study of War (ISW) point to an increase in executions of Ukrainian prisoners of war, which are condoned and encouraged by Russian commanders.

Details: Russian troops executed 9 Ukrainian prisoners of war in the Kursk region amid an increase in the number of executions of Ukrainian prisoners of war throughout the hostilities.

The Ukrainian Deepstate project reported on October 13 that Russian troops executed 9 Ukrainian prisoners of war near the village of Zeleny Shlyah in Kursk Oblast on October 10.

Ukrainian drone operators reportedly unexpectedly encountered Russian forces in an area they likely mistook for the near rear and came under Russian fire.

Ukrainian drone operators, with a limited supply of ammunition, were forced to surrender and were captured by Russian forces.

The results of the execution indicate that the Russian troops disarmed, lined up, stripped and shot the Ukrainian prisoners of war – this clearly indicates the preliminary nature of the execution.

The Human Rights Commissioner of the Verkhovna Rada of Ukraine, Dmytro Lubinets, condemned the execution on October 13 as a serious violation of the Geneva Convention on the Treatment of Prisoners of War, and stated that he had contacted the ICRC regarding this case.

The Ukrainian Prosecutor’s Office also announced that it had begun an investigation into reports of the execution of nine Ukrainian prisoners of war in the Kursk region.

Literally from the Institute’s report: “Recently, ISW has observed an increase in the number of executions of Ukrainian POWs by Russian forces across the theater of operations, and Russian commanders are likely to condone, encourage, or directly order the execution of Ukrainian POWs.”

“ISW continues to monitor videos and reports of executions of Ukrainian POWs by Russian servicemen, and observes a broader trend of Russian abuses against Ukrainian POWs across the front that appear to be condoned, if not outright approved, by individual Russian commanders.”

Details: Analysts add that Russian so-called war bloggers have mostly glorified the execution of Ukrainian POWs, confirming the norm of justifying and celebrating war crimes in the wider Russian ultra-nationalist community.

Literally ISW: “Many Russian bloggers not only justified but celebrated the execution of Russian prisoners of war in the Kursk region, claiming that the executions were deserved or that such executions are a normal aspect of war.”

Details: At the same time, the review notes, other Russian bloggers emphatically called on the Russian military to increase the number of executions of Ukrainian prisoners of war in the entire theater of operations.

Literally ISW: “Many of these Russian milieu bloggers have very large followings and ties to the Kremlin, which gives them a sense of power in establishing and reinforcing accepted cultural norms within Russia’s ultra-nationalist community.”

“Russian tabloids have often glorified Russian atrocities and brutality in Ukraine since the start of the full-scale invasion, and this glorification underscores a broader culture that likely encourages the systematic execution of Ukrainian prisoners of war.”

ISW key findings for October 13:

  • Russian forces have recently resumed offensive attacks on the border of Donetsk and Zaporizhia regions and have achieved tactical success in local attacks, but this activity does not yet appear to be part of a larger operational offensive effort aimed at supporting a broader Russian offensive operation in western Donetsk region.
  • Recently, Russian troops executed 9 Ukrainian prisoners of war in the Kursk region amid an increase in the number of executions of Ukrainian prisoners of war throughout the hostilities.
