Details: The report states that Iran has largely allowed Russia to strike large -scale punches from drones, as it gave Russia the Iranian development and production drone, and helped Russia to create its own production of “Shahmed” in the Republic of Tatarstan.

This was stated by the Head of the Main Department of Military Intelligence of the Ministry of Defense of Ukraine Lieutenant General Kirill Budanov on February 23 during the Forum “Ukraine. Rick 2025” on February 23.

According to him, half of the Russian ammunition comes from North Korea, and the CDR began large-scale deliveries of 170 mm of self-propelled artillery units and 240 mm of rocket launchers.

Budanov added that North Korea plans to provide Russia with 148 ballistic missiles, probably in 2025.

Key conclusions ISW for February 23:

  • On February 23, the US specialist in the Middle East called the “Istanbul Protocol Agreement” early 2022 “for negotiations between Russia and Ukraine. The agreement based on these protocols will be a surrender document.
  • Ukraine is unlikely to accept any peaceful agreement based on “Istanbul Agreements”, since such conditions actually mean the complete surrender of Ukraine to Russia’s long-term goals in the war (against Ukraine-ed.).
  • President of Ukraine Volodymyr Zelensky continues to demonstrate his dedication to preserving Ukrainian democracy and a fair resolution of war.
  • Ukrainian officials continue to emphasize the importance of the domestic defense industry and the impact potential of domestic production.
  • On February 23, Kremlin Putin ruled CEO of the Russian Direct Investment Fund Kirill Dmitriev with a special representative of the President on investment and economic cooperation with foreign countries.
  • Russian troops struck a record number of drones from Ukraine on the night of February 22 to 23, on the eve of the third anniversary of a full -scale invasion of Russia into Ukraine on February 24.
  • It seems that Russia is increasingly relying on Iran and North Korea in support of its war in Ukraine.
  • Russian troops continue to execute Ukrainian prisoners of war, which is a clear violation of international law.
  • Ukrainian troops advanced under Toretsk, and Russian – near Siversky, Pokrovsk and Greater Novosilka.
  • The Russian authorities continue to make efforts to increase the production of the defense industry.
