PACE has approved a resolution on peace negotiations on Ukraine and the obligations of Europe

On Thursday, the Parliamentary Assembly of the Council of Europe (PACE) approved a document that outlined its position on peace in Ukraine.

Details: The resolution called “the obligation of Europe for fair and sustainable peace in Ukraine” is the main document on Ukraine, adopted at the winter session of 2025.

86 PACE deputies voted for him, none, 6 abstained.

The adopted resolution also calls on “to the steadfasticity of European obligations and unity in support of Ukraine and a fair and prolonged peace.”

The document several times emphasizes the commitment to the principle of “peace with the help of force”.

“In particular, reliable peace talks can only be conducted from a standpoint and strong defense, and fair and long peace is possible only if Ukraine is given adequate security guarantees. Any peace talks should take place with the participation of Ukraine and with respect for its right to determine its future “, – emphasizes the document.

The Assembly emphasizes that the Russian Federation is not only against Ukraine, but also provides hybrid aggression against other states-because it “interferes with the political processes of the Council of Europe Member States, which also pose a growing threat to democratic security in Europe.” Considering, in particular, PACE believes that “a fair and long peace in Ukraine is necessary for the safety of the entire European continent and even more broadly – the world.”

The PACE “confirms the need to ensure responsibility in the context of the aggression of the Russian Federation, in particular by creating a comprehensive compensation mechanism and a special tribunal to prosecute Russian and Belarusian leaders for crime of aggression against Ukraine.

Before that, the PACE made a decision on Belarus.

As reported, the main issue of the PACE session was the powers of Georgia, which the Assembly has eventually confirmed, but imposed requirements and sanctions on the country. Georgia announced the “exit” from the PACE in response.
