The announcement came a day after Russian President Vladimir Putin signed the law on the ratification of the treaty, previously passed by the State Duma and the Federation Council.
CTAK notes that the agreement will enter into force from the moment of the exchange of ratifications. The document was signed in June during Putin’s visit to Pyongyang, but it was submitted for ratification only in October. This happened against the background of reports of sending thousands of North Korean servicemen to Russia.

Official Moscow did not directly confirm, but also did not deny the presence of North Korean troops on its territory, stressing at the same time that it would comply with the provisions of the treaty, which provides for military and other assistance of the parties to each other in the event of aggression by a third country.
The agreement between Russia and North Korea, whose government is a harsh authoritarian regime, provides for cooperation in other areas as well. Even before signing the document, North Korea supplied Russia with ammunition and military equipment for use in the war against Ukraine. According to Western intelligence, Russia, in turn, helps North Korea both in food supplies and in the missile program.

The Main Intelligence Directorate of the Ministry of Defense of Ukraine previously reported that the first military units from the DPRK arrived in the combat zone of the Russian-Ukrainian war on October 23, “their appearance was recorded in the Kursk region of the Russian Federation.”
On October 22, South Korea announced a possible review of support for Kyiv, in particular regarding the provision of lethal weapons and the deployment of personnel, depending on the situation in Ukraine.

Russian President Vladimir Putin, commenting on information about the transfer of North Korean troops to Russia, did not deny these data.
