The explanatory note to the decision states that the purpose of participation is to strengthen the ability of the Armed Forces of Ukraine to protect territorial integrity within the internationally recognized borders, as well as to restrain aggression from Russia and possible threats from other states.

Montenegro’s Defense Minister Dragan Krapovich stressed that the Montenegrin servicemen would not be in Ukraine.

Direct Krapovich language: “I want it to be absolutely clear. I will never support this. All measures of this mission are held in the EU – in Poland and Germany.”

Details: The opposition accused the pro -Russian speaker of Parliament Andriy Mandic of delaying the decision. His political force opposes NATO membership and sanctions against Russia.

Montenegro joined NATO in 2017. The European Union mission is one of the two so -called “Ukrainian missions” created after the Russian full -scale invasion in February 2022, which is expected to be involved in Montenegro.

The second mission is organized by NATO. On February 7, this year, the Defense and Security Council decided to join Montenegro’s Army to NATO’s Activities for Security and Training for Ukraine (NSATU).

Members of the Council, which consists of President Yakov Milatovich, Prime Minister Miloyko Spring and Speaker of Parliament Andriy Mandic, agreed that the activities of the Army members within the NSATU can be carried out exclusively in the territory of one of NATO countries.

NATO, among other things, will coordinate the preparation of the Ukrainian security forces. The final decision to participate in the second mission will be made by Parliament of Montenegro.

Prehistory:

  • Eumam’s mandate is currently underway until November 2026.
